Here are some of the less announced changes.
I think any long range fighting is practically dead when those rudder chances go live.

In the meantime, WarGaming has responded to the concerns. They reason that the mentioned rudder time changes are not actually changes, but fixes in the port-statistics. I'm not particularly convinced.
